Proclamations associated with successful revolutions have been used to incite revolution elsewhere.
Counter-claim
Conditions which produce a revolution in one country may be particular to it. The exporting of revolution for its own sake or for the institution of some supranational ideology by using proclamations and manifestos is simply an enticement to civil war, crime and terrorism.
