Description
Confronting the citizenry with the possibility of participating in the decision-making process. The effect is to spur the people to risk involvement in community affairs where before they could see no reason for doing so.
Context
An integral part of formulating collective opinion by enabling the individual to use the comprehensive data and consensus methodology which will involve him in decision-making processes.
Implementation
Tactics include: curriculum construction to set a new context for people's involvement; workshop building to gather the existing local wisdom; spirit creation to develop corporateness to enable community identity; consensus demonstration to make visible the gift of this decision-making process in enabling every one's participation; and symbolized involvement to hold before the community the decision that has been made to participate in consensus-making processes. An example is local Appalachian women organizing into a Democratic Women's Club, begin to see themselves as a group with methods of deciding their own plans, and they eventually become women who elected governors instead of inarticulate coal miners' wives.
