Weak organization of community action

Newly formed communities in both rural and urban areas are often characterized by weak, undeveloped social structures. Malfunctioning leadership and councils makes it difficult to determine tasks, assign forces, and encourage successful performance; and infrequent planning sessions leave the development of the community to the subjective fancies of the moment or to the outside control of other agencies.
