Context
In every developing country there are pervasive inefficiencies in the public health system, for example: clinics and outreach programmes which operate poorly because of shortages of drugs, transport and maintenance; hospitals retaining patients longer than necessary and which are poorly organized and managed; excessive payments for drugs of low efficacy; theft and waste of supplies through inadequate supervision and storage.
