Claim
States that are known to support international terrorism should not be forgiven until all support of any kind is withdrawn. Such countries should be held directly responsible for all attacks carried out by terrorists whom they help or harbour. In response to a terrorist attack, a variety of measures including economic embargoes and the attacking of terrorist bases should be considered. A normalization of relations should only proceed when terrorist-supporting governments cease all such activities, or better still, when the government changes leadership.
