In 1986, a French terrorist victim founded an association for victims called SOS Atentats, to stand up for victims rights. SOS Atentats successfully campaigned for the indemnity law in the same year. The singular law compensates victims of terrorism or their dependents on France's territory regardless of their nationality, and any French citizen killed or injured in terrorist acts abroad. In 1990, SOS Atentats activities obtained legislative reform that makes those killed or wounded in terrorist attacks officially victims of war, and thus thus those victims are entitled to specialized treatment in military hospitals, veterans benefits, and the state takes responsibility for the children of people killed in terrorist acts.
