Implementation
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 estimates that the total requirements for obtaining adequate shelter conditions for the urban and rural poor by the year 2000 are about US$ 75,000 million annually, to be financed primarily from household, community and national resources. About US$ 10,000 million per annum will be needed in external financing.
