Agreeing executive authority for implementation of collective will

Interagency process is a recipe for failure unless the chair is a prime mover with clout, authority, and some control over resources. Many of the wars on drugs and poverty have been lost because of confusion over responsibility. Efforts during the Cold War and the battle to get into space were reasonably successful because the authority and resources for the missions were concentrated very narrowly. Therefore authority is the key criteria for success.
