Limits to societal learning

Nature

That societal learning is limited, is proven by the growing world population of illiterates and increasingly by the presence of innumerates, even in the most developed countries. Reading and numerical skill limitations are but part of the problem that includes the societal equivalents of individual learning disorders and restrictions.

Incidence

About 20% of the world population is illiterate. Additional percentages can read but have learning disorders. No data is available on numeracy, but a wide incidence of functional innumeracy is probable.
