Limited community responsibility of adults

It is the responsibility of adults to set standards and establish community values. When outmoded societal structures continue functioning, the adult population, whose responsibility it is to bear the burden of such structures, find their traditional values collapse. They lose their vision of the relationship between concrete local tasks and wider responsibilities, focusing on parochial and nationalistic concerns and with a diminished view of community responsibility; this leaves them no way of maintaining deep-seated common values.
