Lack of NGO access to official documents of the United Nations

At the UN Conference for Environment and Development, NGOs frequently lacked access to official documents; often they could not request materials from the floor, so they could not adequately prepare their presentations. NGOs also did not have regular opportunities to make official presentations, neither from the floor or through recognized mechanism for lobbying representatives.
