Lack of intersocietal resource channels

In order to implement their global concern, people have first to negotiate allegiance to their own society. There is no institutional means by which individuals can implement a decision to use their resources to sustain other territories. This societal vacuum makes it hard to perceive the reality of interdependence among societies, and even more difficult to participate in.
