International nongovernmental organization membership apathy

It may be difficult for an INGO secretariat to stimulate its members to more than token interest in its programmes, particularly when these are internationally oriented, and especially when communications pass via a regional secretariat of the INGO. It is therefore also difficult to allocate significant resources to international activity.
