Inadequate maintenance equipment

There is a general lack of basic modern equipment to meet requirements in rural communities for maintaining electrical generators, water and sewer systems, and public roads. These inadequacies mean the community feels it has to rely on outside sources to maintain its public works and that it cannot provide needed physical maintenance by using its own resources.
