Nature
International legal instruments and standards are insufficient to prevent the isolation of human rights throughout the world, due to the lack of enforcement machinery and to political pressures on intergovernmental human rights bodies. The respect of human rights depends therefore largely on the willingness of governments to act on recommendations. Even the use of economic sanctions for the isolation of human rights has proven ineffectual because not all countries comply with them.
