Improper collusion among officials

In the UK in 1993, the official inquiries into the Matrix Churchill affair revealed a high degree of collusion between government ministers, civil servants and machine tool makers in circumventing the arms embargo against Iraq immediately prior to the Gulf War. The pressure to increase sales of equipment took priority over concerns regarding the use to which that equipment would be put.
