Background

In March 1998, legislation that would begin to address this practice passed the USA House of Representatives.

Incidence

In the USA this alleged traffic offence is referred to as "Driving While Black." One study of police stops on a section of interstate highway in Maryland, USA gives some insight into the extent of the problem. Over several months in 1995, a survey found that 73 percent of the cars stopped and searched were driven by African-Americans, while they made up only 14 percent of the people driving along the interstate.
