Delays in elaboration of remedial legislation

Due to the proliferation of social problems and the limited period in each year during which legislative bodies are in operation, there is insufficient time to formulate and debate new legislative proposals. There is therefore considerable delay in preparing legislation for new problems which do not receive immediate priority attention.
