Wheel-turner-king awareness (Buddhism, Tibetan)

This state of awareness is represented as the Emperor of the World. He is said to be the summit of tantric scholarship, master of sacred texts all of whose knowledge he has mystically realized. He has attained all the spiritual powers available in this lower realm of mankind and epitomizes informed consciousness applied benevolently to human concerns. He is the ultimate philosopher-king, demonstrating wisdom with the exercise of vast occult powers by which he maintains and orders his court and commissions ambassadors to teach the dharma in far-off lands. He is the temporal model for the Dalai Lama.

In Tibetan Sakya Buddhism this is one of the states in the "Ascension Stages Game". In some sets it is numbered 69 on the board.
