Undertaking urban "green works" programmes

Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.

Agenda 21 recommends improving the urban environment by promoting social organization and environmental awareness through: participation of local communities in identifying public services needs; provision of urban infrastructure; enhancing public amenities; and the protection and/or rehabilitation of older buildings, historic precincts and other cultural artefacts. It recommends that "green works" programmes should be activated to create self-sustaining human development activities and both formal and informal employment opportunities for low-income urban residents.
