Undertaking judicial reform

In 2003, the rebuilding of Afghanistan's legal system after 23 years of war was being seriously hampered by lack of international action and domestic political infighting. Judicial institutions that existed were desperately short of funds and trained staff, and susceptible to bribery and intimidation.
