Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends:< (a) arranging information courses at all levels of production and use, aimed at staff working on chemical safety issues;< (b) that governments should organize, in collaboration with industry and trade unions, training programmes in the management of chemicals, including emergency response, targeted at all levels.
