Context

Enhancement of the capacity of national, regional and local structures to deal with issues relating to demographic trends and factors and to sustainable development would involve strengthening the relevant bodies responsible for population issues to enable them to elaborate policies consistent with the national prospects for sustainable development. Cooperation among government, national research institutions, non-governmental organizations and local communities in assessing problems and evaluating policies would also need to be enhanced.

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
