Respecting marine commons

Oceanus Institute was established by an admiral of the USA to promote educational opportunities related to the sea, boating and marine life. The seeds of Oceanus were planted in 1968 when Welles attended a conference on the world's high seas. In 1970 he called a conventional that would create the Constitution of the Country of Oceanus, was elected the first admiral-president of Oceanus government and in 1989 Coordinator of the World Ocean Commission of the World Government of World Citizens.
