Researching states of emergency

Research at the Leonard Davis Institute for International Relations is dealing, among other things, with the following questions: What causes democracies to declare a state of emergency? Do the emergency measures used in times of crisis help democracies to function as viable and free societies or do these unleash disruptive and destructive forces? When, how, and why are states of emergency terminated?
