The increasing cost of paper-based scholarly journals means that access is increasingly limited and library budgets for purchase of periodicals are burgeoning. The New Journal of Physics is an all-electronic, peer-reviewed physics journal available free to anyone with access to the Internet. It is financed by charging authors to publish, rather than by asking subscribers to pay to read.
