Implementation
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 recommends that human resource development at the national level should be targeted at both development and management of high seas resources, including training in high seas fishing techniques and in high seas resource assessment, strengthening cadres of personnel to deal with high seas resource management and conservation and related environmental issues, and training observers and inspectors to be placed on fishing vessels.
