Promoting transparency in government procurement
Implementation
Transparency in government procurement practices was included in the mandate of the World Trade Organization (WTO) Working Group established at Singapore (1999). The European Union proposed that the WTO should be mandated to negotiate a transparency agreement that would take account of national policies and practices, as well as the different levels of development of members, and would apply to procurement of both goods and services and to all levels of government.
