To allow all people to obtain information that is free of censorship and culturally unbiased.

Implementation

UNESCO has provided aid to develop and strengthen communication systems, establish news agencies and supported an independent press. Its programme aims to improve the free flow of information at international as well as national levels, its wider and better dissemination, without any obstacles to freedom of expression, both through understanding the factors which inhibit its circulation, and encouragement of measures which promote it. It includes the promotion of international understanding and mutual knowledge. Improvement is sought in the methods of analysing and measuring information flows. Cooperative networks of communication networks are reinforced in order to increase dialogue amongst them.
