The development process gives people an opportunity to see through the symptoms to the real issue, to learn from mistakes and to build on victories requires taking one step at a time. As one woman practitioner from Nigeria put it: "One cannot play the role of a mouse for so long and then be suddenly expected to play the role of the horse".
