Description

Providing a data holding and use structure. The catalytic intent is to provide a clear picture of the equal distribution of useful skills according to needs and availability.

Context

An integral part of providing necessary skills, whether training or personnel, to eliminate local pockets of unemployment while necessary industries lie idle.

Implementation

Tactics include: data collection to provide the means of obtaining the raw data base; assimilation process to sort and categorize incoming data; imbalance analysis to provide the means of determining where there are imbalances of skill needs and availabilities; priority criteria to permit the relative weighing of skill-needs and balances; and a dissemination method to provide the public with the information required to create the plan for equitable skills dissemination. An example is the creation of a family task chart by gathering information concerning what jobs need doing, who has the skills to do them, categorizing the tasks and skills, comparing the available skills and jobs, listings the priority tasks and skills and displaying the information on a wall chart providing a balance of the tasks and skills.
