Implementation

In 1991, Belgium adopted new laws ordering arms manufacturers to list imports and exports and to name destinations. This legislation gave the government the power to ban arms exports to countries deemed to be violating human rights, or those involved in civil wars.

Claim

The dangerous proliferation of light weapons in Africa can be traced to the lack of consensus among -- and transparency in -- arms manufacturing countries. This has locked many African countries into a vicious cycle of violence from which it is extremely difficult to break out.
