Minimizing geographical disadvantages

Less emphasis should be put on agricultural reform in sub-Saharan Africa, because farming might be an dead end in places subject to rapid soil erosion and deforestation. More attention should be focused on public health, since malaria alone slaughters 1 million people a year and debilitates tens of millions more. Export-oriented manufacturing is the main chance for improving living standards and the West has to open its markets to such imports.
