Establishing globally inter-linked local cooperatives as networks of technical education and polity structures in order to provide all men equal opportunity to participate effectively in the global economic process, particularly through decision-making.

Tactics include: structuring community cooperative, instituting global exchanges, standardizing economic machinery, communicating projection information and teaching inter-cultural economics.
