Context

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.

Claim

An important conclusion which can be drawn from recent scenarios on energy consumption and management is that demand-side measures have the most short-term effect while supply-side measures can have the greatest effect over the longer term.

 

Energy is associated with 50% of environmental problems and provides a crucial entry point for the environmental role in development.
