Context

The many active research communities around the world are very unevenly developed and many still lack the necessary resources to carry out their work, are not fully integrated in intellectual cooperation, and are cut off from the centres of decision-making. The demands and needs of these communities, particularly in regions where the impact of nongovernmental organizations is negligible, can be better met by strengthening cooperation.
