Some NGOs have a fair amount of experience operating at international conference, but others do not. Arriving at a UN negotiating process from different 'points of entry' and with an unequal mix of skills can be a bitter experience. Clearly NGOs need some way to smoothly transfer skills and knowledge within their community so that, ultimately, they can bolster their collective impacts internationally and become better advocates of civil society. They want to develop a better understanding of the rules and mechanisms that regulate intergovernmental bodies, of lobbying and negotiating techniques, and of technical areas; and take account of their own cultural differences and changing political and economic structures.
