Increasing preventive diplomacy
Context
It is argued that nations spend too much on military means of security and not enough on non-military means of achieving security, such as prevention, resolution and management of disputes. Non-military means of security may be substantially less costly in human as well as financial terms.
Implementation
At the UN there are 40 staff working in the area of preventive diplomacy and peacemaking, compared with 82,000 mostly military peacekeepers in the field.
