Context

Agenda 21 indicates that improvements in management techniques are likely to yield the greatest returns in terms of improving waste management service efficiency. The United Nations, international organizations and financial institutions should, in collaboration with national and local governments, develop and render operational management information systems for municipal record keeping and accounting and for efficiency and effectiveness assessment.

Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the UN Commission on Sustainable Development and implemented through national and local authorities.
