Context
Specific concerns include: selection, education and training of officials; salary and working conditions and the implications of inadequate remuneration; discipline and supervision, specifically with regard to internal discipline and external control; treatment of complaints by members of the public.
Implementation
The United Nations adopted a Code of Conduct for Law Enforcement Officials in 1979. The seventh UN Congress on Prevention of Crime and Treatment of Offenders called for more effective implementation of the Code in 1985.
