Formulating strategic contexts
Implementation
A preamble to an international agreement or resolution is invariably worded in terms of a series of contextual statements implying some form of preliminary strategic undertaking. Many such strategic approaches are used independently in statements, notably to the media, by representatives of the international community in response to crisis situations.
Counter-claim
Strategic recommendations, notably in the international arena, are often deliberately designed to ensure that the onus for action is on parties unrepresented in the context where the recommendations are formulated. Equally ineffectual, they may merely repeat what is already widely acknowledged.
