Facilitating shift from rural to urban lifestyles and settlement patterns

Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.

Agenda 21 recommends that all countries should conduct appropriate reviews of urbanization processes and policies in order to assess environmental impacts of growth and apply urban planning and management approaches specifically suited to the needs, resource capabilities and characteristics of their growing intermediate-sized cities. As appropriate, they should also concentrate on activities aimed at facilitating the transition from rural to urban lifestyles and settlement patterns and at promoting the development of small-scale economic activities, particularly the production of food, to support local income generation and the production of intermediate goods and services for rural hinterlands.
