Ensuring cooperation between United Nations and multilateral financial organizations in follow up to UNCED

The success of the follow-up to UNCED depends on an effective link between substantive action and financial support, and this requires close and effective cooperation between United Nations bodies and the multilateral financial organizations. Agenda 21 indicates that the UN Secretary-General and heads of UN programmes, organizations and the multi-lateral financial organizations have a special responsibility in forging such cooperation, not only through full participation in the UN high-level coordination mechanism (Administrative Committee on Coordination) but also at regional and national levels. In particular, representatives of multilateral financial institutions and mechanisms, as well as the International Fund for Agricultural Development, should be actively associated with deliberations of the intergovernmental structure responsible for the follow up to Agenda 21.

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the UN Commission on Sustainable Development and implemented through national and local authorities.
