Description

Agenda 21 recommends strengthening the scientific infrastructure in schools, universities and research institutions - particularly those in developing countries - by the provision of adequate scientific equipment and access to current scientific literature, for the purpose of achieving and sustaining a critical mass of highly qualified scientists in these countries.

Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
