Eliminating the blocks which prevent individuals from participating in the structures of society. The effect is to enable people to participate in shaping political structures, therefore opening up their responsibility to society.

An integral part of awakening global individuals to assume global responsibility by creating structures for catalyzing community consensus to which each individual is accountable.

Tactics include: communication network to keep individuals informed on community issues; manpower design to develop models and courses to enable individuals to be equipped for complete involvement in the community; and assignment rationale to create assignment and accountability models.
