Developing policy conducive to rural telecommunications development

The following issues have been identified by the World Bank: (1) legal issues resulting from the discontinuation of a single national monopoly telecommunications provider; (2) regulatory issues resulting from the discontinuation of a single national monopoly telecommunications provider; (3) interconnection issues involved in a multi-provider system (defining universal service and universal access); (4) privatization: the pros and cons of its impact on service for rural areas; (5) impact of international accounting rate changes on rural service; (6) funding mechanisms for universal service and universal access; (7) the role of rural telecommunications in local economic development, agriculture, and microenterprise and SME development; (8) the role of rural telecommunications in education; (9) Internet: issues of access and control.
