Description
Environmental policy reform is a complex business, which will inevitably be subject to many uncertainties. Because it is difficult to know exactly what will work in advance, reforms should emphasize structured learning. Rather than pre-committing to broad-based programs, agencies should initiate a variety of pilot projects and build larger programs as the lessons are absorbed.
