Destabilizing institutions

The so-called "wreckers charter" in the UK describes to members of the Militant Tendency (an extreme left-wing organization) how to disrupt school organization from a position on the board of governors by systematically plotting to diminish the head teacher's authority, creating and fomenting student unrest, using meetings to manoeuvre others to act (innocently) in accordance with destabilization plans, and generally to create discord.
