Convening a high-level special session to assess Agenda 21 progress

The UN General Assembly, as the highest level inter-governmental mechanism, is the principal policy-making and appraisal organ on matters relating to the follow-up of UNCED. Agenda 21 indicates that the General Assembly would organize a regular review of the implementation of Agenda 21. In fulfilling this task the General Assembly could consider the timing, format and organizational aspects of such a review. In particular, the General Assembly could consider holding a special session no later than 1997 for the purposes of overall review and appraisal of Agenda 21, with adequate preparations at a high level.

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
