One proposed programme of the recently established Association of Caribbean States (ACS), is the information and control of drug-trafficking activities within the region.

Can the supply lines to the main drug user countries be cut ? Take the UK, for example, which is possibly the most hopeful test case as it is an island. In Britain there are two hundred ports without any customs at all. Maybe between five or ten percent of drugs coming into the UK are detected, and that is the most optimistic figure.
